Georgia on My Mind


I've heard the thesis that democracies don't attack other democracies in a variety of forms (the least convincing of which is that countries with McDonalds in them don't attack other countries with McDonalds; the end of this argument was something to the effect that McDonalds franchising is virtuous).

Well, whenever I have heard the thesis that democracies don't attack democracies it has always been qualified. It is only true if they are modern democracies with free press and that have had power change hands constitutionally at least two consecutive times. Russia certainly does not qualify.
