"Russia has invaded a sovereign neighbouring state and threatens a democratic government elected by its people," George W Bush said in Washington.
"Such an action is unacceptable in the 21st Century."

Was it ever acceptable? Is it only unacceptable today?

As usual, it depends. Do you mean accepted as 'morally justifiable?' Probably not (unless you're a Sphere of Influence-type). If you mean "a typical part of state practice, or states' ideas of what other states can do," well, governments are run by men, and we live in a vale of tears.
